The engine, trolling motor, water pressure gauge all work. Nothing else electrical will work. The lights, other gauges, live well etc will not work.

OK, Then you know the battery is good. You should have another set of wires coming off the battery that feeds all of the accesories in the boat. Make sure both the positive and the negative are hooked up. Make sure the wire ends and terminals are clean. There should be a fuse or circuit breaker in the positive wire close to the battery, check it to be sure that voltage is getting thru.

I pushed the reset button again and the accessories started working. Could the reset link be bad? Also does the motor have to be on for the fuel gauge to work.

Yes the link could be bad or you have a short somewhere that is tripping it. Usually the fuel gauge is wired to the ignition switch so the key will have to be in the on position.

How can I check the link to see if it is the problem

Try turning on accesories one at a time to see if one of them is bad and trips the link. In order to test the link itself you would need to apply a known load to it and find out when it trips. I would guess it is atleast a 20 amp breaker.
