If the discharge from his eyes is new, then you should have him looked at by your regular vet, as this can be signs of both an ocular (eye) infection as well as trauma to the eye itself (such as getting it scratched somehow).

 

If he's always had runny eyes, then it could just be breed disposition, meaning that some small breed dogs do have mattery eyes, and Shih Tzus seem to be at the top of the list.

i found out yesterday he has a yeast infection in his ears could that be the cause for the eyes running i mean i pulled a big glob of gunk of off there yesterday

It's possible that his ear infection has spread down to his eyes...at this point, you might want to at least call your vet (especially if they saw him for the ears), and they'll likely send out medication without actually having to see the dog.
