Question

I want to remove glass sliding patio door and fill-in that space with just a blank wall. Then I would remove a window,replace with the glass patio door. Who would I hire to do this? Permits requirements? how to determine $$ ?

You would need to hire a carpenter to perform this work. Since the work is not likely to be structural you don't necessarily need a permit but this will vary according to where you live.
It is not possible for any of us to give you anything resembling an accurate idea as to costs since there are too many variables involved and labor rates vary quite a bit around the country. Your best bet would be to get 3 estimates then compare prices and contractors.
