A commission was appointed by Congress in 1992 to examine the issue of the "Notch Babies". This commission concluded in 1994 that no injustice had been done to this age group.
Most questions on this issue these days arise from mailings sent by various groups claiming to be conducting fundraising to support legislation related to the notch baby issue. I would stop short of saying that this fundraising is an outright scam, but the problem is that there is virtually no chance that legislation related to the notch baby issue will pass, because of the conclusion of the 1992 study.
