Hi I would love to help however I need some more information.
How old are the kittens?
Is mom stimulating them to go to the bathroom or are you doing it?

Are they attempting to eat on their own at all?
Have they been wormed?
Is momma indoor only or does she go out?
the smallest i have been able to encourage to eat a couple of times a day, still very small amounts, the other will not eat what i offer. the more attention i spend on them, cleaning them and allowing them to be in the family room, the more interested the mom is in caring for them and nursing them
they have not been wormed
momma has been strictly indoor most of her life, with a cat box of her own. she has been known to occassionaly sneak out a few times, hence two litters. she has essentially not been outdoors for 3-4 months

At this point momma is loosing interest because the babies should not be nursing anymore at this point.
Kittens should be eating on their own and completely off mom.
Try not to bath them every day but use a wet towel to clean them up.
1/4 of teaspoon a few times a day is ok.
I would recommand haveing them wormed asap as this may be the cause of the loose stool, if they are wormy it will inhibit their ability to thrive.
I would also have some dry kitten kibble available to them. You can also pick up either max cal or a/d from your veterinarian. This is a high calorie food that may help.
They probably will not bottle feed at this age, mix a small amount of KMR with water and put in a shallow bowl or saucer making sure it is not deep enough for them to cover their face.
You can also pick up some nutra cal to speed up their calorie intake and help maintain their glucose level.
