The Celexa does not cause blood sugar drop and it has been documented that there are no variation of the laboratory values, with it. Please see this resource under the side effect section and go to section "Laboratory Changes" underneath;

Your symptoms do not relate to any physical disorder and are very likely due to the panic disorder. An objectivity to it and confirmation of this can come by two things;
1) A lab value of insulin in the blood; if it comes out to be normal, it rules out any disease process. Blood sugar in many individuals is around 65, normally. A normal insulin levels (which brings the sugar down) will further endorse that everything is normal.
2) A physical examination by your primary care physician or a neurologist. A neurological examination would prove that everything is normal

You are right that average normal blood sugar is 90 but there are many individuals who have inherent low fasting blood sugar levels with no symptoms. As I mentioned, this has to be further confirmed by the blood insulin levels, which if high can be responsible for the low blood sugar levels.
Symptoms like, "arms don't feel fully their and are sometime "hard to control"" are not correlated to the any particular disease as a matter of fact. But all physician would like to give the benefit of doubt and will like to do a physical examination. If you have normal sensations, normal muscle power, balance, co-ordination, etc, then there would not be any use of getting further investigations or medical imaging. In medical science we proceed with first symptoms, then physical examination clues which give us some guideline for the work up. If at any step, we do not get the clues, further work up is either not necessary or does not lead to anywhere. With your symptoms no physical disease process seems to be associated.

Celexa in experimental conditions does not raise the insulin levels but in some individual, things can occur which were not documented in the medical literature. So in your case a test for blood insulin levels can be done, since it started with the Celexa.
Your symptoms seems more likely to be related to the mental disorder and not physical, but side effects of the Celexa can be responsible for it, if these also started after commencement of it.
