Is the Vermont Army National Guard deployment date set in stone for December of this year? And if it is not set in stone yet, how likely will the plan to mobilize the VT army national guard be held off from any deployment, or called off all together?

That is a question that governed solely by the Army high command. Nothing, when it comes to the military, is set in stone and any deployments can cancelled, modified, or somehow changed. As this comes under the purview of US defense, nobody will be able to give you a true answer to your question.

My own unit has been made aware of the possible deployment of 04Dec2009. Every time I watch or read the news, or get word from my chain of command, I do notice it changes a lot. The part of my question that I want more clarification on if this deployment will actually happen. I believe that we get our orders within 6 months prior to the deployment, and national guard units have, about, a 5-year waiting period between deployments, which it has only been around 3 years since our last one. The whole shebang is still confusing to me, my unit, and my chain of command.

I am sorry that this is confusing to you. Typically although you got your orders to move out, those orders can change at any time--the Army does not (and for purposes of state secrets) must not disclose certain information until the move occurs.
