our basset hound appears to have a large amount of fluid within one of her ear pads (not in the ear hole) But dosent seeem to be in any pain

This is most likely the condition called aural hematoma. This condition occurs when a blood vessel inside the pinna of your dog's ear ruptures and the pinna fills with blood. This is usually caused by the dog scratching or shaking her head secondary to an ear infection, ear mites, or itching of the ears due to allergies or fleas.

Your dog needs to visit a veterinarian to have her ear evaluated for infection and to correct the hematoma. This can be done surgically, or for someone that is skilled in doing it, having a plastic drain placed in the ear to drain it out. It usually takes 2-3 weeks for it to heal fully.
