I live in Orange County, California. I have a patio and I want to convert into a kids' playroom. Do I need a permit? Can I build it myself?

Yes, projects such as converting a patio to living space will require a building permit. If you are adding electric, HVAC and plumbing then permits will be required for these as well. These would be considered sub permits of the master permit. Licensed contractors will be required to pull these sub permits.

There are provisions for homeowners to apply for owner/builder permits. However, you are limited on the work that you can do yourself. Electric, HVAC and plumbing are required to be done by licensed individuals in those fields. You would be able to do certain stages of the work. These regulations can vary from state to state and should be verified prior to starting any work.

I would recommend go to the planning department and finding out exactly what you will need to submit for the permits. The will be able to give you forms outlining the fees and requirements for getting inspections, etc....
