my pug was playing outside with my other dogs for a little bit. i put him in and noticed he kept pacing around and shaking his head and when i looked at him i saw foam coming out of his mouth.

he looks fine and is acting normal. he was just shaking his head and next thing i know there was foam around his mouth

it stopped, it only happened twice about 15 mins ago. he drank more water and now is sleeping.

This is good. It was probably nothing. If it has stopped already, he either ate something outside that didn't taste good, or he was suddenly slightly nauseous. If he is sleeping comfortably and not having any trouble breathing, then I would just leave him alone. If the foaming begins again, or if he starts pawing at his face, vomiting, or having difficulty breathing, then he should go to the emergency clinic.

if the problem persists what would be the cause of it? what do you mean by pawing at his face?

By pawing at his face, I mean..that he takes one of his front paws and tries to bat at his face with it.
Excessive drooling (ptyalism) or foaming at the mouth can be caused by a few different things in dogs. They include:
Nausea
Foreign Body (like a stick, or piece of a toy) caught in the mouth
Cancer of the mouth
Neurologic or functional disorder of the pharynx (throat)
Salivary gland diseases
Hiatal hernia
Gastric Ulcers
Neurologic disorders (Rabies, Pseudorabies, Botulism, Tetanus)
Toxic Ingestion (household cleaning products, common household plants)
Eating something of disagreeable taste
Animal venom (Bufo toad poisoning)
