Question

Exterior metal staircase has bad rust.
It has ornate railings on one side but the staircase itself is a function fire escape kind. We had it repainted a couple of years back but I've just started noticing that some of the railings are getting really rusty and some bits, where they curl round, have broken off. There's a small hole at the back of one of the stairs and on the side and some other bad rusty patches.

Probably worse is that the stairs come up to a little landing outside our first floor front door. Where it rests on the wall, the rust is bad and it has flaked and broken in places. I think it needs more help than a bit of sanding and a two coats of Hammerite, it looks like it's deteriorating quite badly. But we can't afford to replaced it so is there anything I can do to fill the more damaged areas first? Thanks

Given your description my first concern would be the safety of continuing to use this staircase. You need to be sure it has not deteriorated to the point where it could break while someone is on it.
That said you best best for cosmetically filling in areas of loss would be to use a product called Bondo in the States. Not sure what the equivalent product is in the UK (it sounds like you are in the UK). It is a 2 part polyester filler used by auto body repair shops to fill in small dents and dings in an auto body panel.
There is no product to improve the structural integrity of your staircase.

Yes I am in the UK. I think the staircase is safe for now but it does need some immediate help. How would I use a product like Bondo Rick if I can find it in the UK? Thanks

First you need to get down to bare metal where you want to apply the Bondo. Then you mix the hardener with the filler (directions come with the product). You would then spread the mixture (which is a stiff paste) on the area you want to fill in shaping it roughly to the desired shape. You then let it harden. Once substantailly hardened you can finish shaping it with a rasp and/or sandpaper to the finished shape. It is very easy to work and can be shaped just about any way you want. It is not terribly strong so an extended area that is entirely Bondo could break if struck hard enough.
