Question

Lost original key to 99 626, new unprogrammed key immobilized ignition. It won't turnover. Newly cut programmed keys won't start either. Dealer says he needs original key or he'll need to replace PMH? unit costing $700. Is this true?

Your answer is no, this is not true. All you need is to have two keys cut, and an erase procedure needs to be done, using an IDS (Factory scan tool)
An erase procedure must be done, takes fifteen minutes at a dealer where the tech knows what he is doing, and should not cost more than an hours worth of labor. What they told you is completly B. S. pardon my language.
I recommend printing this answer out, and taking it to the dealer.
