The car cuts out (loses power for a second or feels like its bogging out)This seems to happen when passing or just giving it some gas.I have read that this is just the way the cvt system works is that true?

My wife owned a 05 freestyle with a CVT and I myself was the only ford certifed CVT tech for all of 05-06 in Tennessee. I am very familar with this trans, either driving or repairing it. I do not feel your symptoms are coming from the CVT. It sounds more like the beginning stages of a failing electronic throttle body. I recommend this service shown below as a first step.
