"Spring" water does not just come out of the ground in spring. It is a different meaning of the work "spring". A spring is a place where fresh water emerges from the groud.

Springs, like well water, come from underground aquifers. Water may not emerge as a spring from the surface at all times of the year, but it is there beneath the surface, and can be extracted.
