You were required to file the Property tax adjustment claim (Form HS -122). This form could be filed separately from your State income tax return.

It seems that you missed to file this form while using turbo tax to file your State income tax return hence you were not allowed an adjustment on the tax claim.
I would suggest that you contact the Town and inform them of the error that you presumed that the form was filed with the Tax return while it was not. You need to provide them information on the hardship you may face as a result. The town may be willing to work with you on this.

The information you provided me with is information I already knew.
How come Turbotax St. let this happen. Thought it did not let mistakes
go thru. This has cost me dearly.
Turbo tax software has the capability to create and efile such form. However it needs your responses to the various questions as it takes you through the process. It is possible that there may not some input error.
Turbotax warns you if there is a mistake. However, if based on your response to the questions it determines that there is no error than it will not show any red flag.
It is a software after all.
I would suggest you to contact the Town and get some relief on the Property tax due.
So interesting, why not answer the question about Turbotax allowing
mistakes to go thru to St. or IRS. I would like you to reply to that.

The only thing I can think of is that you probably did not select the option or provide information that would generate such a form.
I can understand the frustration that you have over this issue due to the unexpected liability.

Please allow me to attempt to answer the issue of Turbo Tax allowing an issue like this to occur.
Because we are not involved in the software development, it is impossible for us to say with 100% certainty. However, I have been involved in monitoring of the processes used by the IRS in certifying such software.
Turbo Tax as many others are focused not on state taxes so much as they are designed for federal. Turbo Tax design representatives, as with other software producers, work closely with the IRS to develop software that is IRS compliant.
They also work with state, but not as closely. The state programs tend to focus on basic filing processes. Assuming you have input everything correctly, the lack of prompts and allowing errors to be transmitted or produces is directly related to a lack of fully compliant software at least in regard to the state part of the form.
Even with federal, you will find occasional errors, which require the savvy preparer to override certain entries.
There are over 38 states who have income tax,and there for 38 times more opportunity for mismatch and compliance issues, than with federal.
My advise is to contact Turbo Tax at their headquarters to file a complaint and ask for your money back, or other payment for any lost income. You can find out the headquarters, not from their website, but by getting a report from dun and bradstreet that will provide you direct phone numbers for many company executives. http://www.dnb.com
