We are painting outside of our house. Should we put oil based primer over the whole outside area, including where the old latex paint is still good? Or should we put the oil based primer only over the areas where the old paint has come off and other damaged areas? Different painters tell us different answers.

You should never apply oil based paint over latex paint. If you want to use an oil based primer then you should only spot prime bare wood. This is standard practice.
