Thank you for your question, XXXXXXXX; I never assume anyting, especially when it has something to do with what someone else is doing. He cannot install the fence directly on the boundary line; fences must be installed completely on the property of the owner of the fence.
The only way to determine the correct property line is to bring in a surveyor. Although a cost is involved, it would be costlier if your neighbor was taking part of your property. Since he does not have a survey of his property either, do not assume that he knows what he is doing or knows for a fact that h is installing the fense totally on his property.
You can cut down the weeds even if you ultimately find out that they're on his property because of health safety; weeds attract mosquitos and a place where many outside animals hide.
