That does not sound normal at all.
When the vet put her on antibiotics did she have any nasal drainage,sneezing, or a fever?
Did the vet take chest x-rays to check for heart failure?
What color are her gums?
She needs to have a chest x-ray right away!
Since she did not have signs of a respiratory infection (nasal drainage or fever) it does not sounds like antibiotics will help.
She definitely could have heart disease or heart failure. There are medications that could help her heart work more effectively and take fluid out of her lungs.
She could have chronic bronchitis (inflammatory) which could be treated as well.
She could have a mass in her chest that is putting pressre on her heart, lungs, or trachea. There may, or may not, be treatment for this. She could be given medication to be more comfortable though.
She could also have the the collapsing trachea which can be treated as well.
There is not an "old dog" cough. There is always a reason for a cough.
