Ok, so the unit does not run, and then when you reset the breaker it trips the breaker right away?

yes, the breaker trips right away when i turned the power from the power point on.

Answer

Ok, that is a sign of a component or wire shorted to ground. The most common shorts in the outdoor ac are the contactor, capacitor, fan motor or compressor. The compressor is the last thing we want shorted because it is the most expensive part. It is kind of like blowing a motor in your car. You will need to use a meter and trouble shoot one item at a time to locate the short.
