My girlfriend is a Filipina who was married to a Canadian citizen. She still has a Phillipine Passport and is now a widow. She has received a permanent resident card in Canada in March 2006 and has a Canadian social security card. She travels back and forth to the USA on a visa to be with me sometimes for moinths at a time. We want to eventually marry and reside here in the United States. We believe she can visit here, we can marry and then apply for a green card. Is that the easiest or best way to go?

The easiest way to go is for her to request a fiance visa. Because she travels on a B2 visa (I'm guessing) there might be question of "duel intent" which can hamper things.
Request a K-1 for her, and when she comes over, file for I-130 and I-485 for her GC :)

This application asks the USCIS to adjust their status to a US permanent resident (i.e. greencard status).
