Ok, if he continues to contact her, she can file for a restraining order that will order him not to have any contact with her or he will be arrested, even out of state.
Under Georgia law:
Restraining orders are issued in the Superior Court and is an order which restrains, or prohibits, certain conduct on the part of an individual. A criminal case need not be prosecuted in order to obtain a restraining order.
Violations of restraining or protective orders.
Should a party violate either a restraining order or protective order, the Superior Court has jurisdiction to deal with that violation. In certain situations, the appropriate law enforcement agency will arrest the offender for violating the terms of the order.

I don't think that his employer would have any liability since they are likely unaware of his actions and there is nothing that legally prevents him from contacting her now. Once a RO is in effect, even if you notify them, they have no duty to you and, since they are not a law enforcement agency, (I assume), they are not obligated to enforce the law.
There is nothing to stop your wife from suing him civilly for harassment. It might be hard to collect with him being in another state though.
