The waterpump is bad. To verify this, remove the small upper hose that goes to the coolant bottle, this is a straight feed from the waterpump. Open the bottle and hold the hose over the opening while a friend starts the car and holds the rpm at 2000. If you don't have a good steady flow from that hose then the waterpump is bad and needs to be replaced. Time to have the timing belt and waterpump changed.
