Question

when installing wire lath over wood on facia board on a carport attached to a building does it need to be tyveked first even if you are using paper backed lath

You should use both a layer of Tyvek and the paper back lath. If you do not use the paper then the Tyvek can actually bond to the stucco, causing water to pass through the Tyvek and wet the building materials. The paper (Grade D) provides a "break" between the Tyvek and the stucco.

does the florida building code require both the tyvek and paper backed lath or can paper backed lath meet code

The Florida Building Code requires 2 layers of weather resistance barrier behind stucco. The Tyvek and the paper back will comply as 2 layers.
