where can I go to view public records of government spending? If the government buys toilet paper, I want to know where it was bought, how much and at what price.

You will have to contact the agency that did the purchasing and be specific about the purchase you are interested in. Invoke the Freedom of Information Act.

Reply to Dr WLS's Post: So for example: If I go to the state houes and ask to see all of their purchasing orders for toilet paper, furniture, cleaning supplies etc. they will have to let me look at them? Also what about saleries of government officials?

As far as I know, the Freedom of Information Act law only applies to federal government information. You will undoubtedly encounter many red tape obstacles, including copying and search fees, if you have any success at all, when pursuing local government information.
