I just tried pulling it and asked the dealer while it was there for a service-they said new belt at 750 bucks.

Accepted Answer

The rear seat belt stuck in the retracted position and it turned out to be due to the loss of a small plastic button on the belt that prevents the belt from being retracted too far. I'm pretty sure that the little plastic button was lost through the process of using seat belt and now is stuck locked . you can try pull the belt go in the car get someone who is strong pull hard as you can on the belt toward you nothing will brake when you pulling and hold it pulling towards slow very slow relase your tension belt will move in very little in hard see but now again pull slight towarrds you and hope you the lock relased if not you will need new belt .you can call volvo costumer service tell them you problem they maybe pay for the part and you pay labor but be nice if you upset they will not help you
3rd option is to buy used seat from junk yard but that slight cheaoper than repair aroun $650 is the seat with belt
