Yes, it is possible. Is there a medical reason for the circumcision? Or is it cosmetic? Medical reasons are often covered by health care, but cosmetic are not.

This will be considered a surgical procedure and the cost will vary widely between surgeons. You will have to call around to urologists for estimates.

Many doctors will not perform unnecessary circumcision on a child this age. They will perform on babies, or they will want to wait until child is at least a teenager before they make a permanent decision such as this. You will definitely have to call around and talk with some of the doctors. And they will require a consult or two before the procedure if they decide to do it.
