I am erecting a steel building in my yard to store and work on my older vehicles. This a non-residential and non-commercial building located in Idaho. It would be nice to put pex tubing in the floor then add a couple of solar collecters in a few years to warm the concrete floor a few degrees. Would this require addition permits etc if I would not be trying to heat and maintain a specific temperature? (similar to supplemental heating a swimming pool by recirculating water through black tubing)

I don't see how adding radiant heat to this structure would trigger the need for a permit when erecting it in the first place wouldn't require a permit. Permit requirements vary considerably from town to town so your best bet would be to call your local code enforcement official (building inspector) and ask what type of construction requires permitting. You can usually ask anonymously or at least hypothetically if you are concerned about rasing a red flag about the project.
BTW besides the collectors you will need a storage tank in order for your solar radiant system to function properly.
