Question

This is the second time that I have found a soft, foul smelling, hair covered, thing in my house. Could it be a hair ball that my dog is coughing up, or is it just another pet an accident.

Interesting.
Generally, it is more of a cat thing to get hairballs. Not dogs. At this age, I get worried about what other dietary indiscretions your puppy may have (what else he is ingesting you don't know about) and if it could cause a stomach or intestinal obstruction.
Certainly, worth keeping a close eye on, as it could suggest some digestive issues with your puppy.
If there are any other pets in the house, then more importantly, we need to identify who the culprit is before examination, testing, and treatment.
