If a sibling has power of attorney for my mothers care, do I have the right to request evidence of how her money is spent?

The power of attorney has control over the finances and nobody has any right to ask for any accounting at this point. The only way an accounting may happen is when the court appoints someone as legal guardian/conservator over a person, then an accounting must be submitted to the court.
