If a spouse dies with no life insurance, is is possible to set up a fund (for people to donate to in lieu of flowers ) that will help the family pay for living expenses/funeral costs?

Yes. The best thing to do is to start a fund at a lcoal bank. Most banks have a trust department that handles similar situations.
