I think you are right, check fuel pressure to be sure and make sure the vacuum line is on at the regulator.

Removal and Installation Notes

Fuel Pressure Regulator Removal Perform Steps 1 through 5 under Fuel Charging Assembly Pre-Service if removing fuel pressure regulator while fuel supply manifold is installed on engine. Remove vacuum line at pressure regulator. View Full Image Disconnect the fuel return line from the fuel pressure regulator as follows: Disengage the locking tabs on the connector retainer and separate the retainer halves. Inspect the visible internal portion of the fitting for dirt accumulation. Clean the fitting before disassembly. To disengage the fitting from the regulator, insert the fingers on Fuel Line Coupling Disconnect Tool T90P-9550-A or equivalent into the slots in the coupling. Using the tool, pull the fitting from the regulator. NOTE: If the fitting has been properly disengaged, the fitting should slide off the regulator with minimum effort. Remove two retaining screws from regulator housing. Remove pressure regulator assembly O-ring and washer. Discard washer and inspect O-ring for signs of cracks or deterioration. View Full Image Inspect fuel return tube for kinks and abrasions. Installation Install new washer and O-ring on regulator. Lubricate fuel pressure regulator O-ring with light oil ESF-M6C2-A or equivalent. NOTE: Never use silicone grease. It will clog the injectors. Make sure surfaces of fuel pressure regulator and fuel injection manifold are clean. Install fuel pressure regulator on injector manifold. Tighten two retaining screws to 8-11 N-m (71-97 in-lb). Install vacuum line to regulator. View Full Image Install the fuel return line to the fuel pressure regulator by pushing it onto the fuel pressure regulator line up to the shoulder on the regulator line. CAUTION: The connector should grip the regulator line securely. View Full Image Install the connector retainer and snap the two halves of the retainer together.
