Question

Cat gave birth to 4 kittens the end of June. Mother is non responsive and not letting kitten nurse. What could be wrong?
The kitten has diareha.

I keep fresh water out for her, she is an outside cat and was wild when born. Fresh dry food also. Since she was not nursing the kitten, I went and purchase "Just Born" milk for the kitten. She drank some and so did the kittens.

New cat moms are prone to develop various illnesses related to nursing and not being spayed. Eclampsia is a serious condition which may be possible.

Mastitis, an inflammation/infection of the mammary tissue, is also common in nursing moms with these symptoms.

If the kitten has diarrhea, she may have an intestinal viral or bacterial infection or intestinal parasites. I'm glad you have started feeding the kittens Just Born, kitten milk replacer, and here are some sites with detailed information about hand-rearing kittens if the mom is unable to:

At the age of about 4 weeks, the kittens can now be introduced to watered down (with formula) quality canned kitten food (make it soupy so they can 'lap' it), in addition to their formula, and start offering bottled distilled/purified water when they learn to 'lap' from a shallow bowl or flat plate (like a saucer for a teacup).

If the mom was an outside cat, you don't know if she's vaccinated, so any communicable feline disease could be possible. Your best course of action, if she's non-responsive, is to get her evaluated and treated by a vet, immediately. If it's after hours for you now, bring her to the nearest ER vet center, with her kittens, so they can be looked over, too.
