Janice was instructed to spray her mother with tepid water and position her in front of a fan. Why spray her with tepid water first and not just position her in front of a fan?

As the water which has been sprayed evaporates it will remove heat from Janice's mother, thereby cooling her. The fan will remove the resulting water vapour reducing the local humidity and allowing more water to evaporate and more heat to be absorbed and removed.
