First, you need to file a complaint with the local police for the theft of your property. You may also want to contact the local housing authority regarding this extortion and the health department regarding the theft of your prescription medications.
Unless your lease provides that you are responsible for all of these items, the landlord is engaging in criminal extortion. You may also need to consult with a local property law attorney about sending a demand letter to the landlord for the immediate return of your property or a lawsuit will follow.
If the landlord is incorporated, you should also report them to the BBB and the state consumer protection agency.
