Hello unicorn,
The Property Appraiser is required by law to determine how your Mobile Home or Manufactured Home will be classified for property tax purposes.
The classification is based upon whether or not it is located on land owned by the Mobile Home owner or on land owned by another (i.e., Mobile Home Park).
The Pennsylvania statues read that property taxes apply to:
All real estate, to wit: Houses, house trailers and mobile homes permanently attached to land OR connected with water, gas, electric or sewage facilities.
So it is not strictly a matter of whether or not the mobile home is affixed to a permanent foundation, but rather if it is located on land owned by the mobile home owner or on land owned by a third party.
If you own both the mobile home and the land on which the home is situated, then the land and mobile home are both taxed on the tax rolls. If you own only the mobile home but not the land on which it sits, then the mobile home alone is taxed through the purchase of an annual Mobile Home Decal (MH). The land itself is taxed to the actual owner of the land.

Even tho the mobile home is Titled as a Motor Vehicle and we do not own the land (it's in a community) Just because we are hooked up to water, sewer lines we are termed Real Estate? Even tho we can put the wheels back on and move it, it is considered "permanent"? We have no foundation, just ground underneath and anchors to block pillars?

According to the laws in the state of Pennsylvania, if you do not own the land, then you only pay tax by purchasing an annual Mobile Home Decal.
Here is the provision of the PA law that covers this statute so you can see where this comes from. The statement is in the very first part of paragraph (a)

Actually the law on this is not much different than most states. Most states do impose a real estate tax or a tax of some sort on a mobile home, although the rate should not be as high as a regular home or a mobile home which is permanently fixed to land that you own. But the mobile home is still classified as a home and the place where you live, so it will still be subject to some form of real estate tax in most states.
I do understand your frustrations here, and wish I could offer you some suggestions, but unfortunately there is not much I can do except to help explain how the laws read regarding this issue.
