After reviewing this spreadsheet it looks like the source data structure has changed thus requiring adjustment in the formulas and setting up new formulas for column E. So if I understand the requirement correctly, if "4 groupss" is selected in B9, and "5 IDIs" is selected in D9, you want cell C9 to pull the amount 26500 from the table, and cell E9 to pull the amount 9500 from the table.
Unless I hear from you otherwise I will go ahead and make these changes. Will get back to you as soon as I am done.

When I re-arranged the data into the table I lost the association between the category names and the costs.
