Typically portland cement (most likely the base for the stucco) is usually washed off with muriatic acid available at masonary supply stores. This acid is very corrosive so you must wear eye protection and heavy rubber gloves when using it. Since I don't know the composition of "york stone" you would need to test the acid on an inconspicuos area to see if it reacts with the stone. Assuming you can use this acid be sure to flood the area with water when you are done to thoroughly dilute the acid. Also have a hose handy just in case you have an accident.
