i am trying to change my background picture but when i try to open my display tab it only flickers and doesn't open

What version of windows are you using?

Based on the information that you have provided I would suggest reinstalling your video card drivers and all critical updates via windows update. After completing these steps please restart your computer and attempt to set your desktop background again.
