OE indicates the pump is blocked.
If the machine has stopped full of water you'll need to manually drain it out.
To achieve this, put a shallow dish in front of the appliance and slacken the filter, tighten the filter when you need to empty the container.
Once empty, take the filter out and clean out any debris in there, ensure nothing is left to foul the pump.
Before refitting the filter, put the machine on a drain or spin programme.
Listen and look at the filter housing to make sure you hear or see the pump running.
Check also where your drain hose connects to the house drains, ensure there are no blockages there.
Refit the filter and try the machine again.

Open the plastic cover below the front panel.
The filter will be in there.
If you post the model number of your appliance I'll see if I have the user manual for your appliance.
When you checked with the filter out the drain or spin, did you hear the pump running?
If you heard it hum then the pump is jammed.
You need to unplug the appliance and take the pump out to clear whatever is jamming it.
Access to the pump will be by releasing the filter housing from the front of the appliance (take the plastic cover under the front panel off) and pushing it into the appliance.
Tilt the machine back, if the base is open drop the pump out of the base, take the hoses and wiring off (note where they go first) and then take the unit out to clean it out.
If the base is solid, you'll need to struggle and remove it through the rear.
