Is there a building code/inspector requirement in Bexar County, Texas to
put a garden shed on a residential property behind a fence? To change
asphalt driveway to concrete?, or to change wood/galvanized-post fence
to a wrought iron fence? Thank you.

Info Request

Are you located in a specific city in Bexar county? Cities within counties will often have their own building department and permitting procedures. Please let me know whether you will be requiring a permit from your city or Bexar County.

Answer

Thank you,

Putting a shed on your property will require a permit. Typically they will want to inspect the tie down of the shed to the ground or to a slab.

As far as changing your existing driveway and fence, it would be best to contact Bexar County directly. Changes like these are often subject to applying for variances or special approval per project. Attached is a link to the department you will want to contact. Tell them what you are proposing to do and they will be able to direct you with what you will need to submit.

With further research I learned from county officials that a permit for a shed is only required if it is 120 sq ft or larger. Regards, X. XXX

There is typically a height restriction as well of 12'. You should follow up with your source to confirm this as well.
