Hitting balls against your home could be classified as a nuisance or a trespass to your property, both of which can be ultimately remedied via a court ordered injunction. Money damages would not be sought or recovered nuless there are provable/actual damages. However, before going to the court you should speak with the responsible parties and ask them to stop the behavior and if they refuse then you can file an action with the local court for nuisance and/or trespass to property.

Answer
You would file against the individuals committing the acts and their guardians/parents (if they are minors). Yes, it is a good idea to make a police report first.
