Under floor heating is a nice touch when using marble, stone or other type tiles. However, it is costly to install and unless your home is in the upper luxury price range I recommend you don't do it. You might have cold bare feet on occasion but the regular Heating, Ventilation & and air conditioning system will take care of the room just fine.

Apart from the issue of instalation costs, the arguement put forward by my engineer is that to maintain a base level of warmth in the fabric of the building (so that the building is not going from hot to cold all the time), the running costs associated with the underfloorheating are less that the aircon and ventilation running costs. But others say that the air con on 'tickover' will do a fine job at a cheaper running cost that the underfloor.
Can you give some input on this to finish my question?

Since this is a "commercial" type installation and an engineer is involved I would question the engineer a little further. To make the statement he made he would have to have done some "heat loss" calculations. Further his math would include "payback" savings if there were any. If he has the data to support his concept then I would go with the engineers recommendations.
