Yes horn works and airbag light comes on when you turn key on then goes out as normal.

Good thanks, these vans have problems with the clocksprings. This can affect the horn air bag and cruise.

Generally you will have one or more failures, but it is still a possibility.

When I turn the key on the cruse light comes on as normal then goes out as normal. It will not come on when I push the cruse button nor does it work.

Ok, since the light isn't turning on, then this could very well be a clockspring issue. The 2000's have a lifetime warranty on this part, and it will be replaced free of charge.
