i turned AC to 74 but the house never cooled down.some vents not blowing any air. hose temp kept going up

Now, go to the blower unit. There are 2 pipes that run into the unit from the outdoor unit. One is covered with black insulation. Peel back the black foam and tell me what the pipe feels like. Hot, cold, dry ,warm, ice etc

sorry if you are talking about outside unit it is in direct sunlight and feels slightly warm and the unit is off. should i turn AC on?

oh i see that i didn't finish part of my original question. some vent are blowing and a couple are not

Ok, first thing is leave ac off and turn fan switch to on. Wait 45 minutes. Turn ac back on and check airflow again. If still poor check filter and blower unit for proper operation.
