My inside unit runs, but the outside unit doesn't- do I clean out the drain with a water hose or a wet vac?

Cleaning the drain with a wet vac would be a great start.

just to be sure, I attach it to the OUTSIDE part of the drain, not the inside where bleach is added? Thanks

When I do this I attach my shop vac to the end of the pipe where the water drains out of.

I did get some water out, but it still doean't run. Inside unit runs, outside unit sounds like it's trying to receive power but doesn't run, it makes a very quiet low 'energy buz' type sound.

I will check it in the morning- where would the reset button be? I flipped the outside 'breaker' and it still doesn't start. Thanks for the time, I will pay you tomorrow even though I still don't know what might be wrong. It's late here, I will hope for a reply tomorrow.

Answer did not help. I never got a reply back after the initial contact, I had an AC repair guy come out the next day and he had to replace 'back cap, unit was under warranty, cost me $100. Plus $9 for this, which did not end up helping me. But he did email me twice, so I guess I have to pay him. I don't see any other option available to 'click on'
