I beleive you are talking about the ISM 500... This engine has come along way for the RV application. It use to have 3 fuel filters that included a winn system which was a small plastic style filter, a raycor filter and the water separator. There is no question you should have a water separator filter should be fleetguard FS 1000. The other filter is not a requirement and travel supreme (I think that's what you have from your previous questions) may opted not to put in an additional filter. One place I would look is above the starter, this can be very difficult to spot and may be painted black from the undercoating in the factory if it has never been changed. Another spot it could be located is in a rear compartment bay on the passenger side. The one above the starter is usually one that is hidden and is a pain to change out. I do recall recently servicing an ISM on a newer RV and it only had the water separator so it is very possible you are not going crazy and only have one..
The exhaust brake may still be under warranty, so I would do a quick inspection of the wiring in the engine compartment, make sure there are no burnt or broken wires, this can be accessed by removing the cover in the bedroom area and looking directly at the top of it. Normally these are controlled with some type of relay. The functions should be able to be checked by reading the information off your data port with special software that Cummins has. IF you start pulling components apart you might void any warranty on the exhaust brake.
