Question

I need to replace an 3 blade receptacle on a generator with a 4 blade. Do I just wire the 2 hots and the ground?

What is the receptacle rated on the generator? Is it 240 volts or is it 120/240 volts?
How many amps is it?
What kind of load are you going to connect to the generator?

Power pro 5500 generator with 2 120 23 amp receptacles and one 240 3 blade receptacle
I am attaching to Reliance Control transfer switch model 302116brk
Will only wire to 4 15 amp and 1 20 amp breakers in service panel.
Trying to use the 4 blade cable that came with the transfer switch. Problem is not the same on generator.

This generator does not product 120/240 volts and that is what you need. You can't just "hook it up" to a transfer switch and expect it to run a house. The 240 volt connection has no neutral.
You need a different generator to do what you are trying to do.

So I can not use the 120 volt recptacles either. What about a Y Plug?

In that case you should be able to use them for 240 volts without a problem.
I can't guarantee anything because I don't have a drawing for the generator.
Do you have the manual for the generator that explains how to use it?

You have available either 120 volts or 240 volts. There is no way to get 240 volts using the 2 sets of 120 volt receptacles. You will simply get 46 amps of 120 volts. You need a generator with a 120/240 volt plug on it.
