You will need a steering gear box to repair this. There is something in the gear box that causes this and I am not sure what it is I just replace them. Everyone that has done that I have fixed it with replacing the gear box. The pressure relief/flow control valve is in the power steering pump outlet fitting. If this is stuck you would have very touchy brakes, because it has hydroboost. I hope this helps, anymore questions feel free, thanks!
