Hello. To start with, discard any fuel in the tank and start with fresh fuel. If fuel was left in the motor there is a good chance it has evaporated and left varnish in the fuel system - if so you may be facing a carbureter rebuild. Replace your spark plugs, and inspect all the wiring for breaks, corroded connections, etc. Make sure the throttle linkage is free and moves easily. Grease the fittings on the motor and replace any worn zincs. Finally, drain the gear oil from the lower unit and replace with new good quality oil. Examine the drained oil for clarity - if it is milky then you have water in the lower unit and will need to diagnose and correct that; if it's just dirty then that's OK as long as you replace it. That should do it - fire it up on bunny ears or in a can of water and see how it does.
