i replaced the neutral safety switch because there was power to it but none from it. then I had no power to it, there was power from the ignition switch to the ignition relay but none from it to the neutral safety. so i replaced the relay, i still had no power from the relay to the neutral safety switch. Then i had it towed to the auto electric shop, they said it is the vat module. I was wondering if it could be bypassed.

Answer

Ok, first you have to have the VATS disabled by having a custom chip burnt, I believe last time I gave you a site that can handle that for you. In case you forgot click HERE for that site. Also you have to ground the starter relay to bypass it from VATS. See the schematic below and I circled the wire that you have to permanently ground. See below:
